Hindmarsh Shire Council is responsible for managing approximately 250 buildings with a combined replacement value exceeding $106 million. These buildings support a wide range of community, recreational, tourism, governance and operational services across the municipality.

Purpose of this Plan

The Building Management Plan 2026-2030 establishes a structured framework for inspecting, maintaining, repairing and renewing Council-owned buildings. The Plan adopts a lifecycle asset management approach, ensuring buildings remain safe, functional and fit for purpose while balancing available financial resources.

Key features of the Plan include:

  • A transparent, risk-based inspection and maintenance program based on building use and hierarchy.
  • Defined inspection standards, frequencies and maintenance response times to guide maintenance, renewal, upgrade and disposal decisions.
  • Recording and risk assessment of identified defects through Council's maintenance management system.
  • Immediate management of high-risk defects through temporary measures such as barriers, isolation or closure until permanent repairs are completed.

The Plan prioritises maintenance and renewal of existing buildings to ensure ongoing service delivery and community safety. As Council's budget cannot accommodate all maintenance needs, works will be prioritised according to available funding, asset condition, defect severity and risk.

The Plan also provides a framework for considering the rationalisation, disposal or alternative management of buildings that are no longer financially sustainable, adequately utilised, fit for purpose, or aligned with future service requirements. Decisions will consider factors such as building condition, risk, community benefit, heritage value, operating costs and long-term sustainability.
