Hindmarsh Shire Council is developing a Sport and Recreation Strategy for 2025 – 2035 and is seeking input from both sport and recreation stakeholders (e.g. sporting clubs, user groups, leagues) and individuals from across Hindmarsh Shire.

In 2024 Council Staff visited Sporting Clubs in the Shire to get the conversation started and gain feedback from club representatives regarding the issues and opportunities at their clubs.

The 2025 – 2035 Sport and Recreation Strategy is long-term strategic plan that will guide Council and key stakeholders in developing and managing sporting and recreational facilities, programs, and services within Hindmarsh for the next ten years.

It will have direct links to the 2025 – 2029 Council Plan and Public Health and Wellbeing Plan, while having an overarching objective to enhance community well-being, promote physical activity, and improve the overall quality of life for residents of and visitors to the Shire.

There are six key elements to a Sport and Recreation Strategy:

  1. Vision and Goals - what is our vision for sport and recreation and what do we need to do to achieve it?
  2. Needs Assessment - what is the current state of sport and recreation facilities, participation rates, and community needs and future aspirations?
  3. Priorities and Actions - what are priorities for investment and action?
  4. Partnerships and Collaboration - who will Councill work with, and how, to achieve shared goals?
  5. Financial Planning - how could actions in the strategy be funded?
  6. Monitoring and Evaluation - how will we track progress and adjust if needed?

Examples of what a Sport and Recreation Strategy might cover include:

  • Facility Development:
Planning for new sports fields, recreation centres, swimming pools, and other infrastructure.
  • Program Development:
Supporting a range of sports and recreation programs, including those for children, adults, seniors, all-abilities, gender diverse and vulnerable.
  • Participation:
Encouraging increased participation in sport and recreation, particularly among under-represented groups to increase physical and mental health and well-being.
  • Accessibility:
Ensuring that facilities and programs are accessible to all members of the community, regardless of age, ability, or background.
  • Environmental Sustainability:
Considering the environmental impact of sport and recreation activities and promoting sustainable practices.

In essence, the 2025 - 2035 Hindmarsh Shire Sport and Recreation Strategy will serve as a roadmap for creating a thriving and active community within the Hindmarsh Shire by providing a framework for the planning, development, and management of sport and recreation opportunities.

We encourage residents to complete a community-based survey that will provide Council with valuable information that will help develop the strategy.

The survey may take 10 - 15 minutes to complete and can be accessed via the link below.

Thank you in advance for you input and if you have any queries, please contact the Community Wellbeing team on (03) 5391 4444 or email community@hindmarsh.vic.gov.au.

The survey closes 11:59pm on Sunday 24 August 2025.
