Introduction
The purpose of the Road Management Plan is to establish a management system for Council to inspect, maintain and repair its public roads based on policy and operational objectives having regard to available resources. The review of this plan is in-line with directions set in the Road Management (General) Regulation 2016, which specifies that Council must review its Road Management Plan within four years of the last review and completed within five years of the last review date.
The plan was reviewed by using the template and guidance supplied by the Municipal Assocation of Victoria with the intention of simplifying the document as well as making it consistent across the region. The service levels in this plan are similar or better than the previous plan.
Some of the proposed changes to the plan include:
Clearly define footpath hierarchy
All township roads inspected annually. This is changed from some township roads being inspected once every two years.
Most rural roads inspected in a yearly cycle except for category 6R roads that are inspected on a 24-month cycle. This is changed from category 4R, 5R and 6S roads being inspected on 24-month cycle and 6R on 36-month cycle.
Clearly defined defect intervention levels and response timeframes for various road types.
Clearly defined defect intervention levels and response timeframes for footpaths.
Inclusion of roadside vegetation – overhead clearance in the defect list.

Council is seeking feedback from the community on the Draft Road Management Plan 2025 – 2029, as per the requirement of Road Management Act 2004. This consultation will be open for a period of four weeks, opening on Thursday 29 May 2025 and closing 11:59pm on Thursday 26 June 2025.
To provide your feedback, please complete the feedback form below.
