Draft Council Plan 2025-2029 incorporating the Municipal Public Health and Wellbeing Plan
The draft Council Plan 2025-2029 (the Plan) represents our community’s vision for the future of Hindmarsh Shire and sets our strategic direction over the next four years. Before Council adopts the draft Council Plan, this is your final chance to Have Your Say!
This document reflects our shared values, our aspirations, and our commitment to building a more vibrant, inclusive, and sustainable community for everyone. The Plan has been developed based on community feedback, including the input of our Community Panel.
The Council Plan has four themes:
Our Community
Built and Natural Environment
Competitive and Innovative Economy
Good Governance and Financial Sustainability
Each theme includes three goals, supported by three to four priorities that outline the broad action areas we will prioritise to achieve each goal. These goals and priorities will guide Council’s work over the next four years, with a focus on communication, improved processes, innovation, and growth.
Draft Council Plan Actions 2025/2026
We’ve also drafted the Council Plan Actions for 2025/2026. These are the specific projects and services that we’ll deliver this financial year. We’ve included a roadmap of Actions for future years, but we’ll consult annually with the community to refine them.

Before providing your feedback, you can view the draft Council Plan and Council Plan Actions, both linked to this page. The draft Council Plan 2025-2029 and Draft Actions 2025/2026 will be available online and in hardcopy at our Customer Service Centres and Libraries. There are also several other opportunities to learn about the Council Plan and provide feedback in this period:
